Will skimming fix brake judder?

Usually, yes. Judder is normally caused by uneven disc thickness or a warped drum, and skimming corrects both. If the disc is already at minimum thickness it needs replacing instead.

How thin can a disc go?

Every disc has a minimum thickness stamped or cast on it. Never skim past that figure. It is a safety limit, not a guideline.
